Proposed by the Girls Think Tank and agreed to by the City Council in June 2010, the Loo is a stainless-steel pre-fab public restroom, with eco-friendly features such as solar panels and low-flow toilets. However, complications have arisen regarding this seemingly simple solution to the homeless problem and basic public need.
The Centre City Development Corp. (CCDC) can cover the purchase and installation of the Loos with redevelopment money, but then had to find partners to pay for maintenance. Two Loos are planned at 11th Avenue at Market Street and at Tailgate Park.
On August 11, the state Supreme Court halted redevelopment activity on the question of whether redevelopment agencies would be dissolved. Until the Court’s decision on Jan. 15, 2012, CCDC cannot enter into any new contracts. So for now, here is a photo of the Loo in Portland, Ore.
