On February 4, 2013, a San Diego Superior Court judge rejected the City’s plans to vacate traffic from Balboa Park, its historic central urban park, by building a “bypass bridge” and parking garage. San Diego Metropolitan Transit System has released its City/Park Streetcar Feasibility Study. The proposal seeks ultimately to form a loop connecting downtown, Balboa Park, Golden Hill, South Park, North Park, Hillcrest, and Banker’s Hill.
